Around 5:35 a.m., someone reported flames shooting from a five-story building near the intersection of Erie Street and Michigan Avenue.
Police said the fire was at the Metropolitan Water Reclamation building at 100 East Erie Street.
Extra police units were called to block the traffic while firefighters battled the blaze.
According to an officer at the scene, the building appeared to be empty, even though the lights were on in several offices.
No injuries were reported.
The cause of the fire is under investigation.
