Sh*tcago could balance it's budget by the end of the quarter by having SOME type of city building code (i.e. requiring landlords to have smoke detectors in their buildings via inspections and occupancy certificates) but it seems red-light cameras and cigarette taxes are the easier route to $$$$. No wonder they're all so fat here. They'd have a heart attack trying to make it to a 3rd floor walk-up inspection.
