CBS Chicago Used 'Black' Photo in 'White' Arrest?

Today, CBS Chicago ran a story about a 54-year-old Naperville, Illinois man named Steven Lawrence Biagini. Biagini was arrested for repeatedly asking students at North Central College to help him start conspiracy theory classes at the school. The article was barely newsworthy, but the accompanying photo is raising a few eyebrows.

Steven Lawrence Biagini, the man who was arrested, is reportedly Caucasian, but the photo CBS Chicago used, depicts a darker complexioned suspect; possibly African-American or Hispanic.

Some people say the photo is a clear example of racism in mainstream media.
