According to the Chicago Tribune, Burns and Arnold tried to mug a man on the 2600 block of North Cannon Drive.
When their male victim fought back and managed to get away, the wig-wearing thugs decided to prey on a teenage girl, said prosecutors.
Police said the two men, who were dressed in women's clothing, cornered a 16-year-old girl on the 2300 block of North Lincoln Park West.
Arnold reportedly threatened to mace the girl if she didn't give up her camera and her iPhone.
Burns and Arnold, who share an apartment on the 6800 block of South Aberdeen Street, have been charged with robbery and attempted robbery.
Their bond has been set at $100,000 each.

Through a Chicago News Report investigation, we found an online profile belonging to Micheal Burns. We could not find any definitive information on Brandon Arnold.
Burns, a member of a black, gay, hook-up website called BGCLive, is using the screen name goldenchild13.
In his profile, the 21-year-old Chicago man listed himself as a feminine transsexual with at least three piercings.
Burns also made it clear that he doesn't care what anyone thinks about him.
"i might be a thick girl but i carry it with grace and passion i love who i am don't care what you think," said the suspected Lincoln Park mugger.
Here are a few pearls of wisdom from Burns' online profile:
