Chicago Housing Authority wants to drug test residents 18 and over, senior citizens too

CHA residents are furious after learning they may be required to take a drug test to keep their taxpayer-funded homes.

Under the proposed plan, current residents and anyone applying for housing in a CHA development, will have to prove they are drug-free.

The new rules would apply to anyone over the age of 18, including elderly tenants.

CHA also plans to eliminate the "innocent tenant defense".

Chicago Sun-Times:

"Also controversial is a proposed elimination of the so-called “innocent tenant defense,” referring to evictions initiated when a drug-related or violent crime has been committed by a relative or guest of the lease-holding tenant — but the tenant was not involved nor had knowledge of the crime. In 2002, the U.S. Supreme Court ruled housing authorities may evict under such “innocent tenant” circumstances, so CHA would be within its rights."

  5. Have to agree with the comments so far. It's about fricking time! Employers can LEGALLY randomly drug test and if found dirty, you get written up, suspended or fired. Why should the people who live in CHA/Sec8 housing be any different? After all, their rent is subsidized by the government/taxpayer. Also, ANYONE who receives a welfare check should be drug tested to get their check! If you want free money, than you should have to earn it by drug testing. Drug testing the "seniors" I'm not so sure that's a good idea and starting ONLY at 18? WOW! they miss the younger drug users and they seem to start younger and younger BUT..it's a start!

If the tenants of the Sec 8/CHA want to pay FULL market price for their housing, than they can do whatever they want within the law in their home. Since they get their rent paid by taxpayer money, they should have to be drug tested to get that money! If you don't do drugs, you have nothing to worry about. Seems to me, this would BETTER the quality of life of those who live in CHA/Sec8 housing BUT whenever betterment is on the table, people like Anonymous@8:49 drop the race card. You must be worried about testing positive! Oh and here's another thing. Your comment SUGGESTS that only blacks live in CHA/Sec8 housing...hmmmm

    Anon 8:49, regular landlords shouldn't do it because their tenants aren't living off the taxpayers money.

  7. I think it's pointless. It just adds another layer of bureaucracy to the welfare system, a drug test department. Testing seniors would be silly; it's just to show that they don't profile, and that adds to the expense.
    The real problem is giving able bodied people subsidized housing. It encourages them to stay forever and they become permanent recipients. They use their children as bargaining chips; instead of the parent supporting their children their children support them by qualifying for things like section 8. People may be dealing drugs but not using them so they would test clean.
    This is just a feel-good issue but doesn't come close to the real issue of creating a permanent underclass. Get rid of section 8 altogether for the non-aged, non-disabled. The disabled and aged aren't going anywhere so helping them isn't really much of an issue.
    The last three presidents of the US have used drugs so perhaps politicians should be tested to see what they've been snorting.

  8. I think it's about time. If the government is funding you life, then they should be able to get drug testing. Employees do drug testing, in order to keep their jobs, so anyone receiving money or federal help with living should be tested to keep such a perk.
